Applied Research Associates, Inc. Intelligence Collection Manager in Alexandria, Virginia

Description

The Capital Area Division (CAD) of Applied Research Associates, Inc. (ARA) has an outstanding opportunity for an accomplished Intelligence Collection Manager to support the DoD in the development of a network system to counter an adversary’s moving, rear-echelon forces. Successful applicants for these contingent positions will support the Office of the Secretary of Defense in the National Capital Region or on-site in Honolulu, HI.

This contingent position supporting the DoD’s Assault Breaker II (ABII) program requires a candidate with experience performing a variety of intelligence collection management functions to support Government decisionmakers, including:

  • Conducting regular review of message traffic, intelligence information, and other sources of information to identify intelligence gaps and then develop, validate, coordinate, and adjust collection and/or production requirements to remediate gaps

  • Using in-depth knowledge of intelligence platforms, to plan and perform aspects of collection management during routine, contingency, special access program, and compartmented projects

  • Planning, executing, and refining a collection strategy based on diverse Defense technical and operational requirements

  • Coordinating and interfacing with Intelligence Community components to obtain required access, assets, and support arrangements to support the ABII effort.

  • Making recommendations to Government leaders and decisionmakers on collection management topics

  • Advising working groups on collection management-related topics and recommend courses of action to meet collection needs.

  • Working group participation

  • Development of strategic and technical plans

Required Qualifications:

  • Bachelor's degree from an accredited institution (with Government approval, relevant experience may be substituted for post-high school degrees)

  • 10 years of relevant experience

  • US citizen

  • Must have a current and active TS clearance with SCI eligibility

  • Demonstrated knowledge of intelligence discipline-specific requirements, including SIGINT, HUMINT, GEOINT, MASINT, and/or OSINT

  • Demonstrated proficiency using requirements software, data, and applications such as CHROME, CRATE, HOTR, COLISEUM

  • Strong written and verbal communications skills and excellent time management skills

Desired Qualifications:

  • Familiarity with the Assault Breaker program, Office of the Secretary of Defense, and/or DARPA

  • Experience providing intelligence support to one or more of the following areas: space, land, air, and naval surface warfare, electronic warfare, and/or special operations

  • Experience providing intelligence support to Defense modeling and simulation and wargaming activities

  • Experience supporting the Office of the Secretary of Defense and/or DARPA

  • Experience with the Assault Breaker program

This position is contingent upon award of a contract (one base year + four option years) expected in September/October 2024 supporting the Department of Defense.
