The Cigna Group Project Manager, Senior Advisor - Express Scripts Canada in Mississauga, Ontario

Provides expert content and professional coordination on large, complex end to end infrastructure, security and privacy projects. Organizes mid-to-large sized time-limited technology, infrastructure, security and privacy projects or components of a larger project and supports one or more teams of business and technical consultants involved in the evaluation of systems requirements and/or the development of new procedures/processes/or policy solutions to address complex business needs.

Works on building strong internal and external stakeholder relationships and takes ownership on End-to-End delivery of outcomes while addressing any impediments to successful project delivery. Works closely with Senior Management within the IT department, steering committees, vendors, consultants, and other key stakeholders to ensure strict compliance with budget and project timelines.

Identifies and facilitates continuous improvement of the PMO framework, processes and procedures and, under the guidance of the Director PMO, mentors and advises more junior Project Managers.

Analyzes and measures the effectiveness of existing project delivery processes and practices and develops sustainable, repeatable and quantifiable process improvements. Provides measurement support (i.e., development, reporting, validation and improvement). Works on significant processes utilizing independent judgment and discretion within a large business organization or across various functional areas.

Exercises considerable creativity, foresight, and judgment in conceiving, planning, and delivering initiatives. Uses deep professional knowledge and acumen to advise functional leaders. Focuses on providing thought leadership within Project Management but works on broader projects, which require understanding of wider business impacts and or processes.

Strict management of portfolio budgets of approximately $3-$10M+.

Key Responsibilities: (Below responsibilities are within the domain of Technology, Infrastructure, Security and Privacy related Projects)

  • Project Planning: Accountable for creating detailed project plans, prioritizing and executing projects. Establishes appropriate governance within teams to efficiently execute projects.

  • Reporting: Develops project reporting strategy, methods and leverages enterprise assets for timely reporting. Responsible for reporting on financials and schedule progress based upon project goals Builds the reporting strategy into an overall project communications management plan.

  • Requirements: Guides the maintenance of a complete library of all project documentation. Ensures that business, technical, infrastructure, security and privacy requirements are complete. Tracks and obtains written acceptance from IT management and stakeholders of all documents and deliverables as agreed to in the project plan.

  • Relationship building: organizes and leads a matrixed project team. Maintains clear communication regarding expectations, progress and dependencies with all stakeholders including the Executive Sponsor, Senior Leadership Team, External Customers and Vendors. Coach, mentor and supervise project team members and contractors; influences them to take action and accountability for their assigned work.

  • Project End to end Execution: Responsible for Project Delivery and actively executes End-to-End plan while maintaining quality standards. Ensures that all commitments are met in accordance with project goals/objectives and Customer satisfaction. Demonstrates control of dependencies, costs, portfolio / project activities and customer hand-over requirements.

  • Cost Management: Ensures strategy for cost control is used and has good understanding of data to predict project success. Draft and submit budget proposals, and recommend subsequent budget changes if and when necessary.

  • Manage Risks and Changes: Performs risk management, manages change, formulates action plans, mitigates risk to minimize delivery delays and costs.

  • Project, Process and Tools: Actively uses project methods, processes and tools in both Waterfall and Agile. Work within defined framework or responsibility and leverages a variety of project tools. Ensures a continuous improvement culture to refine and improve PMO assets.

  • Delivery Management: Remove impediments to delivery success through the proactive management of external dependencies, team problem-solving and the development of new solutions or approaches to ongoing challenges; authority to execute against new approaches and escalate issues through business and/or IT channels where necessary

  • Schedule Management: Defines end to end schedules including release schedules, operational readiness, identify dependences, solutions to business problems, and provide updates as priorities and schedules change. Uses advanced scheduling techniques where needed

  • Analysis: Conduct project post-mortems and create a recommendations report in order to identify successful and unsuccessful project elements.

Qualifications:

  • Undergrad Degree with background in software engineering or IT infrastructure.

  • An equivalent combination of education and/or experience will be considered, as long as it relates to the essential duties and responsibilities

  • Minimum 10 years Project Management experience

  • Minimum 7 years managing project forecast & financials with low variance

  • Minimum 5 years on a delivery team

  • Experience with Scrum, versed in Kanban and other Agile frameworks

Licensures/ Certifications:

  • PMP or PMI-ACP certified and CSM

  • Certified Security Project Manager certification (CSPM) an asset

Knowledge, Skills & Abilities:

  • Experience with Office productivity and collaboration tools

  • Experience with Agile delivery and collaboration tools

  • Deep experience with techniques for planning, organizing, monitoring and reporting on IT projects, schedules, plans and costs

  • Strong working experience in interacting with and managing multiple customers during the project execution and delivery.

  • Experience with advanced Risk Management evaluation techniques and ability to propose appropriate mitigation strategies

  • Strong working experience in developing successful relationships with high level stakeholders including executives and managing 3rd party vendors.

  • Able to recognize and mediate team & stakeholder level conflict
