JOB TITLE : Employee Benefits Specialist

SALARY RANGE : $58,827- $63,000

HAY POINTS : 282

LOCATION : 2 Broadway New York, NY 10004

HOURS OF WORK : 9:00 am - 5:30 pm (7 1/2 hours/day)

Duration: Until Filled

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY :

The Employee Benefit Department is responsible for managing health & welfare benefit plans for the MTA. In collaboration with our Labor Relations department, we manage Collective Bargaining Agreement health and welfare plan designs, implementation, and day to day management.

This position is responsible for providing Health Benefits support, Health and Wellness support, updating of health benefits information flyers and postcards to employees and retirees, research and resolve complex health benefit issues with carriers on behalf of employees, retirees, and those issues presented by union representatives. In addition, assist with troubleshoot issues with unpaid healthcare invoices and specific coverage challenges Support the department leadership team and assist with completing special projects as needed

RESPONSIBILITIES :

Operations

  • Assist with the health and welfare carriers, including managing implementation schedules, communications, Perform analytical tasks for health and welfare benefits.

  • Support and participate in various wellness project implementations and activities. Attend health & wellness fairs and services and assist with packing and lifting event documents and packages.

  • Facilitate health fair setup , secure fair space, coordinate the event staff , obtain appropriate approvals and organize all resources for health & wellness events.

  • Liaise with departments to coordinate advertisements on intranet and other media outlets.

  • In collaboration with Safety, review and provide updates for the employee facing wellness website.

  • Develop and maintain a working relationship with internal and external consultants, union representatives & health benefit carriers.

  • Prepare wellness reports: tally surveys, analyze result & complete written reports of events.

  • Continuously review and improve PowerPoint presentations used at seminars based on feedback of participants and other professional MTA employees as needed.

  • Must be willing to travel to various MTA facilities in the MTA geographical area to meet with participants.

  • Assists with maintenance of personnel files and special projects.

  • Performs other duties as required to function as an integral member of the Employee Benefits Team, by helping to accomplish the department’s overall goals and objectives.

    Individual and Team Responsibilities

  • Produce status reports on projects and other responsibilities.

  • Act as a team player, providing support to the team as well as other HR and Benefit colleagues.

  • Assist with various annual projects.

  • Other duties as assigned.

    KNOWLEDGE, SKILLS, AND ABILITIES

    Competencies:

  • Familiarity with employee benefits business practices and processes.

  • Knowledge of benefit regulations governing health and welfare plans.

  • Understands the objectives, design, costing and administration of health and welfare plans.

  • Excellent verbal and written communication skills.

  • Ability to interact with all levels of management.

  • Must be able to maintain confidentiality and exercise tactful judgement when interacting with both internal and external clients.

  • Must have the ability to work as part of a team.

  • Must have strong organizational skills.

  • Proficiency in Microsoft Word, Excel and PowerPoint required.

  • Proficiency in PeopleSoft required.

  • Travel may be required to other MTA locations or other external sites

    EDUCATION AND EXPERIENCE :

  • Bachelor's degree or an equivalent combination of education and experience may be considered in lieu of a degree.

  • Minimum two (2) years’ experience i n Employee Benefits, Pension, Recruitment, Compensation, HRIS, Business Administration, Support role or a satisfactory combination of education and experience.
