Required Qualifications (as evidenced by an attached resume):
Bachelor's degree (foreign equivalent or higher). Three (3) years of full-time experience working in a financial environment. Proficiency utilizing Microsoft Excel.Preferred Qualifications:
Experience in a budget or financial planning office. Advanced Excel skills. Work experience with Tableau or other data mining/querying tools. Experience reconciling information in various financial systems. Experience working in a higher educational institution in Budgeting and/or Accounting. Experience with PeopleSoft or comparable Enterprise Resource Planning (ERP) software.Brief Description of Duties:
The Compliance & Budget Analyst is responsible for assisting with budget compliance analytics, providing on-going support in the BFP&A's reporting, and supporting the Budget Systems Administrator in the creation of the Campus' Operating Budget.

The successful incumbent must have the ability to adapt to changing priorities, identify key issues, and utilize inductive reasoning in complex situations. The Compliance & Budget Analyst will need to have excellent analytical skills with the capacity to gather, analyze, and evaluate complex data. The incumbent must have excellent verbal and communication skills, strong customer service orientation, and particularly strong interpretive ability and problem-solving skills.Duties:

  • Budget Compliance Analytics:
    • Prepare reports for senior management to review expenditure patterns and identify anomalous budget practices that put the university at risk (monetarily or procedurally).
    • Prepare reports and queries incorporating rigorous analytics to detect deviations from each unit's annual financial plan.
    • Prepare ongoing assessment metrics to review each area's condition (financial and/or performance metrics).
    • Aid in the assessment of the reasonableness of negative budget entries (anticipated revenue). These determinations must be made using historical earnings by category and comparable growth factors.
    • Complete other schedules as assigned. The incumbent should be able to generate data via PeopleSoft, Tableau, and data warehouse queries and organize data into reports that the BFP&A leadership team can present to high level administrators.
  • Budget Office Databases & Reporting:
    • Assist in the monitoring, updating, and reconciliation of various databases utilized by the BFP&A Office throughout the year to manage campus resources.
    • Aid in interfacing with the other financial systems on campus and within SUNY.
    • Ensure financial planning data contained and reported from campus systems and applications are accurate and accessible to BFP&A Office personnel; this will involve working with programmers to create new user portals, queries, and/or reports for the office.
    • Maintain reporting and templates that support quarterly meetings with the VP areas to review their fiscal condition.
    • Work with various areas to determine the need for new reports for departmental financial managers; requires clear understanding of the business rules, the data being extracted, and the gaps that need to be filled via new reporting.
    • Evaluate and stay current with changing technology/software that ensures optimal capability.
    • Update Budget Office documentation library.
  • Campus Operating Budget:
    • Support the Budget Systems Administrator in creating the campus' Operating Budget. This document contains the planned financials for the entire campus - each vice-presidential area, as well as Stony Brook Foundation (SBF), Faculty Student Association (FSA), Sponsored Research, the Clinical Practice Plan, and others.
    • This information is published on the BFP&A website and is viewed by the President, the Vice Presidents, and hundreds of financial managers across campus. This is key financial information that is provided to the various stakeholders around campus.
    • The Compliance & Budget Analyst is responsible for collaborating with each of the campus' fund managers, under the direction of the Budget Administrator, to extract the data from their native financial systems to produce the all-funds report. This entails cross-walking 200 different files with different coding schemes totaling 6,000 rows of data and summing to more than $3.2 billion.
    • Work with the VP Coordinators to ensure the data integrity for each account in each of their fund types. Partner with the accounting office to ensure the accuracy of the historical financial information that is used in the comparisons.
    • Work within the time constraints of the project and complete, bound and distributed before the end of the second quarter of each fiscal year.
  • Utilities Report Accounts Reconciliations:
    • Assist the Senior Budget Analyst in the campus utility reporting.
    • Monitor and maintain a schedule that tracks utility charges that have been posted to the SUNY BI system and compare them to the entries made in the Energy Cap program to ensure accurate utility reporting. Keep a running list of all entries that will result in reconciliation items.
    • Reconcile all expenditures reflected on the final campus utility report to the actual charges appearing in the utility accounts by fund. Entries that will never appear on a utility report must be sent to the Senior Budget Analyst for inclusion in the campus Central Funds schedules.
    • Reconcile items due to timing issues and move to the appropriate year and add to that year's reconciliation schedule.
  • Campus Contact for SUNY Business Intelligence (BI) System:
    • The incumbent will serve as the key contact responsible for coordinating updates and enhancements of the SUNY BI system at Stony Brook.
    • Serve on a SUNY system-wide committee responsible for testing all system functionalities, proposing enhancements, and prioritizing all the campuses' requests.
    • Responsible for putting forth and supporting the system needs of 700 users; includes assisting in the development of reports, dashboards, and new measures.
    • Interface between the SUNY programmers, the local University Controller, and our local security administrator to ensure user access is appropriate and in compliance with campus policy.
    • Responsible for deploying training materials for our campus' 700 users; includes conducting live sessions as well as video instruction.
    • Coordinate and deliver a range of training materials related to functionalities as new ones are developed and deployed.
    • Responsible for developing queries in the SUNY BI Analysis tool to extract specific data for Appropriated Funds.
  • Additional Duties & Responsibilities as Assigned:
    • Other duties or projects as assigned as appropriate to rank and departmental mission.

Special Notes:
This is a full-time appointment. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption.In addition to the employee's base salary, this position is eligible for $3,026 UUP annual location pay, paid biweekly.For this position, we are unable to sponsor candidates for work visas.
